Programme Context
This programme governs the integrated delivery schedule for a global data center capacity expansion portfolio. Multiple regional builds must converge into committed capacity milestones that support business growth targets. The role of the Scheduling PM is to ensure schedule integrity across all segments and prevent cross-program drift.
Programme Objective
- Establish and maintain a single Integrated Master Schedule (IMS) across all regions.
- Protect committed capacity delivery dates through CPM logic and dependency control.
- Surface schedule risks early through sensitivity modelling.
- Enable executive decision-making using clear schedule health reporting.
In Scope
- Portfolio-level milestone alignment
- Cross-segment dependency management (civil, power, network, commissioning)
- Critical and near-critical path monitoring
- Baseline control and schedule change governance
- Executive schedule reporting and escalation
Out of Scope
- Engineering design validation
- Commercial contract negotiations
- Financial forecasting and cost control
- Vendor performance management beyond schedule integration
Assumptions
- Regional programs provide timely and accurate schedule updates.
- Utility approvals and long-lead procurement timelines are shared transparently.
- Dependencies are explicitly declared and not implied.
Constraints
- Committed capacity delivery dates aligned to business demand forecasts.
- Limited commissioning workforce available across overlapping regions.
- Regulatory and utility approval cycles outside direct programme control.
Success Criteria
- Zero unreported critical path breaches.
- Committed milestone variance maintained within ±10 working days tolerance.
- Near-critical float monitored weekly and reduced volatility.
- Executive decisions supported with scenario-based schedule impact.
Governance Cadence
- Weekly: IMS refresh + critical path review
- Bi-weekly: Dependency resolution forum
- Monthly: Executive portfolio review
- Ad hoc: Escalation triggered by threshold breach
